While public employment agencies focus on linking employers to workers to avoid unemployment helping people find work and are usually developed by the same country, private employment agencies mainly focus on a particular field of business to obtain greater benefits. Private employment agencies are mainly also responsible for temporal work recruitment. There is a lot of controversy with private employment agencies due to the past experience in abusive practices by the same private agencies, which is why any job recruitment since the late twentieth century has to be regulated by the Employee Hiring Law. On the other hand, all public employment agencies are regulated and under the control of a central authority.
